"So, I got my first run of neutral, but if I wanted to run it again, I am presuming I would mix it with water and run again (don't want to run the pot dry).

Here is question: Can I just use tap water? wondering about the minerals, chlorine etc. I know to use pure when making batch with yeast and such, but concerned there are problems with chlorine and any other crap in the ""city"" water."

"If the proof is high,you could add water,so it wont boil dry.I use tap water,but if your worried about it use some bottled water,or filtered.
Its up to you.I cant tell a difference.Ive done it both ways.
